Ranking criteria will determine outcome of Hollandse Kust Zuid 1&2 tender

The economy ministry of the Netherlands has published a draft table of the criteria designed to rank zero bids for its forthcoming Hollandse Kust Zuid 1&2 offshore wind tender.

The table (in Dutch) sets out six main criteria: knowledge and experience of the parties involved; design quality; wind farm capacity; social costs; quality of risk analysis; and cost-efficiency.

Each zero-bid project will be allocated points according to how they meet the criteria with the highest score winning the tender.

A project comprising two 370MW–380MW developments, for example, will be awarded 10 points; a project featuring two 360MW–370MW sites five points; and one with two 342MW–360MW schemes one point.

Additional points will be awarded for developers who have previously built an offshore wind farm of 250MW and above.

The ministry has requested interested parties to state their views on the draft table by 22 September.

Bids for the Hollandse Kust Zuid 1&2 tender are expected to be submitted in December.
