Scottish Borders Council has objected to 2020 Renewables plans for a 14-turbine wind farm at Whitelaw Brae near the border with England.
Local members agreed with planning concerns including cumulative visual impacts from the site near Tweedsmuir.
The Velocita-owned developer had reduced an original 22-turbine layout.
The application is based on tip heights of 133.5 metres and rotors of up to 107 metres.
Scottish ministers have the final say on the proposals under Section 36 powers. A public inquiry is now likely.
